International Convention Highlights 40 Years of Rural Electrification

To share the 40 years of hurdles and success stories of the Philippine Rural Electrification Program, the National Electrification Administration (NEA) and the Philippine Rural Electric Cooperatives Association (PHILRECA) organized Green Light @ 40: International Convention on Rural Electrification last August 3-6, 2009 at the SMX Convention Center in Pasay City

Department of Energy (DOE) Secretary Angelo T. Reyes was Guest of Honor and Keynote Speaker during the conference. In his speech, he congratulated NEA and the electric cooperatives for 40 years of giving light and hope to the people in the countryside.

For his part, Secretary Francisco G. Silva, Presidential Adviser on Rural Electrification said, “Rural Electrification is a giant leap for the whole humanity. At 40, let us celebrate electric ‘cooperativism’, the most successful revolution by the people, for the people and with the people.”

The convention gathered experts not only on the field of Electrification but also on Energy policies and regulations, good governance, civil society, and the academe. Convention speakers included Former Department of Energy Secretaries Vincent Perez and Dr. Francisco Viray; Former Department of Finance Secretary Dr. Jesus Estanislao; Energy Regulatory Commission Chairperson Zenaida Cruz-Ducut; Philippine Electricity Market Corporation (PEMC) President Melinda Ocampo; Asian Development Bank Energy Specialist, Sohail Hasnie, Sr., Development Bank of the Philippines (DBP) Executive Vice-President B. Brillo Reynes; National Rural Electric Cooperatives Association of America (NRECA) Vice President Michael Guidry; NRECA Executive Vice President for External Affairs Martin Lowery; NRECA Senior Adviser Paul Clark; ADB Director for Sustainable Infrastructure Woochong Um; National Rural Utilities Cooperative Finance Corp. of USA Vice President Martin Crowson; Benton Electric Cooperative Association of USA Executive Vice President Charles Dawsey; Team Energy Foundation Deputy Executive Director Roderick De Castro; and NEA Board of Administrators Member Jose Victor Lobrigo.

During the convention, an exhibition on Rural Electrification Program Technology was simultaneously staged with 54 participating companies, including the various energy-related government entities. The Exhibit hall also featured 40 paintings on electrification participated in by artists from provincial electric cooperatives, Mr, Efren Marcelino of NEA and Mr. Edicio Dela Torre, President of the Electric Cooperatives Advocacy of the Philippines.

Three books on Rural Electrification were likewise launched during the event. These are the “Heroes of Light” by Dr. Adolben A. Flores; “Beyond Darkness” by Francis T. Nacianceno; and “Electric Dreams” by Edicio G. Dela Torre and Marianita C. Villariba.
