North Luzon Inter-Regional Watershed Summit Held

The North Luzon Growth Quadrangle Area-Program Management Office (NorthQuad-PMO) spearheaded the First North Luzon Inter-Regional Summit on Water Resources and Environment last May 20, 2009 at the Hotel Supreme in Baguio City.

With the theme “Water for Life”, the summit served as a venue to discuss and arrive at interregional consensus on how to address issues and problems on environment and water resources, and to undertake appropriate interregional mechanisms for the protection and rehabilitation of watershed areas in North Luzon.

Office of Presidential Adviser on Global Warming and Climate Change Secretary Heherson T. Alvarez served as the event’s Guest of Honor and Speaker. In his speech, Sec. Alvarez stressed the urgency and extent of the problem on environment and highlighted the actions that have been undertaken by the national government in confronting the effects of global warming.

Presentations of other esteemed resource speakers included:
  1. Overview of the River Basins in North Luzon;
  2. Regional Situationer and Status of Watershed Areas in Regions 1, 2 and Cordillera Administrative Region (CAR);
  3. Inter-Regional Issues and Concerns on Watershed Management;
  4. Inter-Regional Framework on Watershed Management; and
  5. Water Resources and Environmental Valuation: Costs and Benefits.
Among the issues raised during the summit were the environmental, economic, social and political concerns on Philippine watersheds. These include: watershed degradation, conversion of forest areas into farms, deteriorating water quality and quantity, soil erosion, landslides and flashfloods, poverty in the upland areas, increasing population and migration, conflicts on water use and resources, and conflicting policies.

In addressing the said issues, the following recommendations were proposed: intensification of law enforcement, information education and communication (IEC) campaign, capability building, local government unit (LGU) involvement, policy harmonization, rationalization of population programs, conduct of livelihood projects, establishment of water harvesting facilities, implementation of flood control programs, characterization of watersheds, formulation of ancestral domain and protection plan, research and development advocacy, payment for environmental services (PES), gender and development programs, media involvement, and revitalization of existing action plans.

In culmination, a covenant was signed by the participating agencies and entities as their expression of support on the advocacy and implementation of the action plan for North Luzon Integrated Watershed Management.

The First North Luzon Inter-Regional Summit on Water Resources and Environment is in cooperation with the Regional Offices of the National Economic and Development Authority (NEDA) and the Department of Environment and Natural Resources (DENR) in Regions 1, 2 and CAR.
